Services for Medicaid & NYS-funded Entities and Agencies
Ensuring Proper Documentation
Pennies count. This is especially true for not-for-profits that struggle to keep their service offerings intact in an atmosphere of increasing costs and diminishing budgets. We know that getting funded properly—and on time—for the services you provide is critical to your organization’s overall health, mission and long-term survival.
Maintaining proper documentation, and reporting completely and accurately to your providers in accordance with approved methodology, is critical. This information is used to determine such factors as reimbursements and rate-setting methodologies, and are important mechanisms for setting rates and driving revenue for so many not-for-profit service providers.
PKHB has a team of skilled professionals with specific expertise in auditing non-profits subject to these requirements, and preparing year-end cost reports for Medicaid and other New York State payments.
Consolidated Fiscal Report (CFR)
The Consolidated Fiscal Report, or CFR, allows organizations that receive funding from New York State or local governments to report their revenue and expenses on a standardized reporting form that is accepted by multiple NYS agencies, including the New York’s State Department of Education (SED), New York State Office of Mental Health (OMH) and Office for People with Developmental Disabilities (OPWDD). In an audit engagement, the CFR is the basis for reviews and/or disallowances.
Preparing a CFR is a daunting process. PKHB works with agencies of all sizes across New York to prepare varying stages of this vital report. In many cases, we prepare the CFR from beginning to end. In other instances, we might assist in such particular areas as improving general ledger or payroll data, revealing shortcuts for importing files, or manipulating data. Perhaps you need technical help with the software.
Regardless of the level of assistance you require, the team at our NY accounting firm, with offices in Catskill, Hudson, Kingston, Saugerties, Valatie and Albany, NY, takes the sting out of this complicated process.
PKHB specializes in entities that rely on government funding and strict compliance requirements.
PKHB worked with Camphill Hudson to help us establish accounting procedures that worked for our developing organization. They provided assistance with implementing a simple, streamlined and cost-effective payroll system, helped our staff to learn Medicaid billing procedures, and ensured our CFR accurately reflected our costs and was filed on time. They were available when we needed them, answered questions knowledgeably and promptly, were willing and able to research and learn new programs and tasks specific to our organization, and exhibited professionalism and attention to detail in their work. Camphill Hudson enjoys a continuing relationship with PKHB, and feels exceptionally confident in their work.
It is a pleasure working with Pattison, Koskey, Howe & Bucci, CPAs. They are committed to providing professional service and guidance to our agency relating to financial matters namely fixed asset maintenance and overseeing areas that impact funding such as CFR review and instruction. The value of this accounting firm is also found in the success of our organization, as we’ve doubled in size over the past year. Responsive to our needs they also handle our 401k audit. Additionally, we can rely on PKHB, to convey information in both audits that details changes in accounting guidelines, as well as governance by the New York State Comptroller’s office and the OPWDD, and further counsel our organization on such regulatory shifts. It’s this knowledge of non-profit and governmental accounting that is an ongoing value to our agency.
We greatly appreciate the positive and constructive feedback we consistently obtain from PKHB, in the years we’ve worked with them. Matt and his team take the proactive initiative to ensure expectations are met.
